chore: refresh linux native libraries

- Build Hail d011c0e and Warden 0f9ce54 with the dev server GCC 9.4 toolchain

- Keep native libraries compatible with the dev server glibc 2.31 runtime

- Verify all Warden native tests and existing Hail and Warden managed entry points
