refactor: centralize protobuf packet serialization

- Add a shared ProtobufPacket bridge using protobuf-net contracts

- Migrate movement, cooldown, coat storage, and title storage packets to annotated schemas

- Remove positional protobuf helpers and packet-local varint writers

- Document the protobuf packet construction and framing boundaries
