CityWar changed again, Configuration file can now dictate when events are launched.

Creature:\n- Passive Gold income disabled (for now).\n\nEvent:\n- CityWar now dynamically checks config for event startup time.\n- CityWar timing for EU is now 7 PM UTC as it normally is, US remains unchanged.
