Changelog
- Add ArenaMode.RatedDuel with its own board, queue, and midnight reset
- Run rated duels through the Qualifier queue, accept, countdown, and pk lock with duel scoring to ARENA_RATED_DUEL_SCORE_LIMIT
- Split ArenaMatch.IsRanked from IsDuel so rated duels get ELO, honor, timeout, and the ranked result flow
- Add ArenaPlayerState.View and 4007 View action so 2206, 2207, and 2208 serve the board the Qualifier page shows
- Keep rated duels out of the daily Qualifier activity task
