- Collapse VIP to a single tier: VIP.Level always reports LevelSix so every native perk unlocks
- Add VIP.Grant, CanUseServices, PackRares, TryTeleport, and TryOpenWarehouse as the one service owner

- Add packet 4009 MsgVip for the Warden VIP window: state, warehouse, rare packer, teleport, loot filter
