feat: spawn type-10 composite npcs through 1109

- Add MsgNpcInfoEx.CreateComposite for ordinary type-10 NPCs

- Route those NPCs through 1109 in Vision.Add and SendSpawn

- Keep SOB, booth, and event NPCs on their existing packets
