fix: send stock 6609 banned login reject code

- Change ConnectExType.Banned from 25 to 12

- Code 25 was a ConquerZone leftover that the 6609 client resolves as StrRes 10421

- Code 12 is the stock banned reply and shows "This account has been banned."
